To Her Ephemeral Majesty Catherine von Marcum, we humbly request your assistance, both in the financial realm and labor realm, in the reconstruction of Dull War Memorial Dam, in Liberty Mountain. Heavy damage has been inflicted upon the valley in which the dam sat, leaving a substantial loss of life and property in its wake. We request whatever Her Ephemeral Majesty wishes to donate in money, in addition to fresh water, due to possible contamination of the water supply of Liberty Mountain following the bursting of the Dull War Memorial Dam. Signed,
The Honorable Governor Zebediah Ehrenburg, The Honorable Governor Bassaam el-Assad, The Honorable Governor Kevin Guinness, The Honorable Islamic Emperor Abdus Samad al-Tahir, The Honorable Christian Emperor Nolan Woodward, The Honorable Judaic Emperor Jedi RothsteinAttachments:

From the desk of: Councilor Oisín Durot To: the Honorable Governors of Liberty Mountain
Dear Sirs, Her Ephemeral Majesty, the Emperor Catherine has received your request with the most enthusiasm. The Divinian Government is willing to invest in seventy-five percent (750,000L) of the cost to repair the dam in your city, as well as provide laborers and material transport from her colonial holdings in Tanysira. To compound on this, it has been decided to extend formal diplomatic relations to the Imperium of Yehud.
We humbly request the establishment of an embassy in your nation, as well as consulates in the cities of Bethlehem and Liberty Mountain. An official ambassador from your nation will be welcomed into Her Ephemeral Majesty’s court, as well as consulates for your people in Coronae’i’Xarn and Vernalport.
Finally, it is at the insistence of the Divinian Imperial Diet that no repayment on this investment is necessary. Instead, we would request the designation of an official Divinian territory of two square miles in Bethlehem, for the purposes of constructing a monastery and Basilica in that most holy of cities.
Salve, Oisín Durot, Councilor of Commerce

From the desk of: Emergency Council of Liberty Mountain To: Councilor Oisín Durot
Dear Sir:
We happily accept this offer of assistance, and gratuitously thank you for removing the need to repay. However, we must decline the offer of not having to repay, and instead offer to cover all costs of construction for all structures in the Divinian Territory. In addition, we are sending a small load of 100 pallets of Springfield rifles to you as a token of appreciation. In spite of the abundance of arms, we hope this will be a fair reward for your kindness.
Signed, The Emergency Council of Liberty Mountain
