Etymology and Terminology The name Moderal originates from the promised land of the Moderelian people allegedly located in the far east. The demonyms for Moderal are Moderelai, and Moderelian.

History The Ancient Era 75 BC - 1378: During this time the Moderelian people were not a unified group they were split into many different groups each seeking to expand their own personal wealth and power. This expansion lead the people to leave their land and venture west in 52 AD. This tribal expansion lasted until 519 AD when all of current day Moderal was claimed by these tribal groups.
From 519 AD to 691 AD the tribes of Moderal constantly competed for power over the Moderelian people. The end of this period saw the dominance of forty families with almost complete control over the population of Moderal. From 691 AD to 1118 AD these forty were locked in a stalemate, constantly vying for power over the others. Eventually twenty of these families came to the realisation that banding together and supporting each other would be to the benefit of all families. Unfortunately for the people of Moderal, not all of the families agreed and nearly four centuries until 1378 AD were spent stamping out rebellions in the isles. However eventually the coalition of the first twenty families prevailed.
The First Age 1379 - 1580:
Of the three ages, the First Age was the most unstable. With the relatively new system put in place the noble families had to deal with constant rebellion. The most notable of these rebellion was the peasant rebellion in which peasants who felt mistreated rose up against the families. Due to the families advanced tactics and technology the rebellion was defeated at great cost to both sides. This rebellion serves as a warning today for nobles and peasants alike. For the nobles it is a warning to keep the populace happy, lest they rise up. However, for the populace it is a warning of what happens to those who rebel.
Unfortunately for the families the static nature of the system eventually robbed the nobles of their advantages and in 1580 the realms faced a superior foe from the east which drove Moderal into disarray. During this time the first noble families were killed off and a new set of nobles took their place, using their Modern ideas to stabalise the territory and prevent the total destruction of Moderal.
The Second Age 1580-1810:
The Second Age was spent recovering from the collapse of the First Age and establishing ties with the Imperium Divinium. This period is where most of the Latin influence in Moderal originates from. Once again the families collapsed due to their stagnation and the third group of families took control, starting the Third Age.

Economy
The Moderelian economy is split into 20 equal parts each run by a different noble family. Most sectors are monopolies however some, like agriculture and the military, are split between two or three families. The Moderelian economy suffers the same issue the government does, stagnation and lack of growth. Due to the competing nature of the families any change to the economy is incredibly difficult. Moderal places key focus on manufacturing, agriculture, and mercenaries. Majority of manufacturing in Moderal is done for mercenary groups and overseas buyers. This industry is supported by the various minerals spread throughout the islands. Most agricultural production is cash crops including; silk, coffee, rubber, and cotton as it was decided that developing these industries and importing the required food is more worthwhile than growing food. The mercenary groups of Moderal come from the constant infighting between the families, however they do sell their services to all that can pay.
Due to the spiritual beliefs of Moderal, and pressure from the nobles the population is almost guaranteed a job once they finish their education. However, the option to switch job is extremely limited and difficult. This system creates a higher number of both highly skilled workers, and unhappy workers. Money is not a thing to the people of Moderal. Payment skips the 'middleman' and is pure goods and services. This causes a lack of storefronts and reliance on deliveries. Most things are ordered out of catalogues, and restaurants are uncommon.
Tickets to art galleries and operas are common and most people in Moderal frequently go see plays, operas, and other displays of the arts. All messages in the arts are regulated by the families so no 'anti-Moderelian' media gets released.
Theoretical taxation of everybody except the heads of the noble families ranges form 0.25% to 25%. The heads of family are theoretically taxed 75%.

Politics Decisions regarding the whole of Moderal are usually conducted in a building in Gaia where each of the family heads meets and collectively decides what to do. Largely democratically. Each family is responsible for their lands and collective businesses, decisions regarding these will be made by the family head, or the most senior member of the family in the area. Each family relies on other families for their continued business. However, competition between families sometimes sparks conflict and threatens Moderals security. This mostly occurs between the families who do not hold a monopoly on their field, such as the agricultural families and the military families.

Education The lower class rely on the teachings of their family passed down through family grimoires and the word of mouth to educate the children about the world and their role in it. However, these teachings are not enough for those of the upper class. The Suveran family has made it their business to document all knowledge and educate the children of the other families. So, from age twelve the children of the upper class are sent to the schools to learn their vocation and socialise with others of their society. Upon entry to the school the children are expected to be literate, and numerate amongst other basic skills. The school teaches general knowledge about the sciences and more specific knowledge about individual families' personal expertise that the Suverans have gathered from past families, present families, and overseas. While the school is mainly for education, many students are expected to find a spouse of their own by the time they leave at eighteen. If the students do not find anyone of their liking the duty of finding a spouse now falls upon the family who hope to find one to advance their status. This expectation leads to a very active social life of the students who hold frequent parties and social events.

The Cities. Gaia
Gaia is a very rich city filled with the top of the upper class. The city uses no money and relies on favours and bartering to satisfy the population's needs. The people wear traditional clothes on the weekend and uniforms during working hours. Majority of the work here is related to running the country, largely administrative involving the logistics of running a nation wide and sometimes multinational business. On the weekend people tend to customise their traditional appearances with jewellery, especially jade. Necklaces are common for women along with earrings and head decorations. Men prefer rings and wrist decorations. The city is quiet most of the year with people rarely being seen on the streets prefering to retreat to the luxury buildings when not working, spending time playing games and resting with close family instead of partying like in some other cities. The population of 6 million consists of the nobles and their close family along with other families high enough in the social structure to enjoy living in the city supported with the less well off brought in to maintain the function of the city. The city is the defacto capital city, hosting all diplomatic envoys and communications and the populace controlling the rest of the nation. Westrad & Estrad
Westrad is one of the D.O.C cities that are governed by Moderal. It is a hard place located solidley in the sweltering Jungle. People here forgo the typical clothes and wear light cloths to protect them from the harsh sun. The culture here is more rowdy than other places with the poor populace having the solace of other nations stronger alcohol more readily available. The population here is better treated than in other nations for fear that other nations would interfere if they saw the conditions other parts of the country were in. The people here speak both Latin and Moderelian with other languages such as Sheenish and Hundich being more common due to frequent interaction. Orasud
Orasud is the smallest of the four cities in Moderal. The city exists to transport goods from Westrad and Estrad further north for distribution. The city is populated mostly by the middle class as life here is hard. The city also serves as a base for the military forces in the area. The people here speak Moderelian and not much else due to the isolation. The city is filled with the sounds of industry and shipping however nothing else really happens in the city. Vesmjil
Vesmjil is the second largest city in Moderal. Its close proximity to the Imperium Divinium means that a large portion of the population speak Latin and are highly influenced by the Divinium culture. Recently the fashion has trended toward that of the Divinium due to the high wealth in the area. The city holds huge festivities almost weekly and are amongst the friendliest of the Moderelian people. Capdest

People The majority of people live in dense cities and work the same jobs their ancestors worked. They catch the same cargo train to work raw minerals, and other finished products. Most parents meet at their job and are provided with a small apartment in the area of the city where they work. There they live, where they usually have three children and teach them the same job that they work for the rest of their lives. The needs of the family are provided by the state including food, medicine, and other necessities. Good performance at work can lead to more luxury items. Due to the caste system there are very few opportunities to switch professions from the one someone is born into, marriage is basically the only way. With families negotiating with others for a child to marry into the profession. This would usually cost the family significant items, or favours in the future. The people of Moderal live in a carefully maintained state of ignorance. Those doing well in work are treated to weekly plays, operas, and concerts, put on by the noble families, filled with messages of Moderelian greatness. Normal Moderelian life is dominated by work. People spend most of their time at work, bringing children along to be taught as well. Home is reserved for rest and recovery, with specific sections of houses and apartments dedicated for work and for home with the distinction rarely being broken. Children not old enough to work are placed in the care of those too old to work for the old to pass down experience and knowledge. On the last day of the week, the majority of people do not go into work, instead dressing more casually and remaining in the home or going out to watch performances. Weekly parades and celebrations are held in the streets breaking the monotony of everyday life. These parties are filled with dancing, folk music and traditionally made alcohol.

Monuments in Moderal.
As with most things in Moderal the construction and maintenance of Monuments and buildings fall under the purview of the current noble families. With the inherent instability of the transition of power in Moderal, new noble families are extremely interested in solidifying their power base and ensuring that no reminders of the previous nobles remain. Included in this purge are old monuments. Common practice leads to these monuments being destroyed, moved into private collections of previous families, exported, or placed into storage. This happens to most monuments with few exceptions. If monuments are not removed, their messages are deemed more helpful to the new nobles than a hindrance. An example of this would be monuments dedicated to the failure of a peasant revolution a few centuries ago. These practices leave Moderal filled with few monuments depicting contemporary events, or events from ancient history. Generally monuments are raised to increase public opinion of the noble families or warn the populace of speaking against them. Popular themes include victories in battle, physical or otherwise, or professing the virtues of noble family members. These monuments stand in public places, places with lots of foot traffic, or outside prestigious buildings.
Buildings in Moderal
Buildings in Moderal are a way to display one's prestige and standing within the system. Having a family home immediately elevates families in the social structure and prestige. Buildings in Moderal are a way to display peoples importance and influence, for getting a nice building constructed requires a lot of effort and sacrifice. Traditionally prestigious buildings are made in a traditional Japanese style. The really large personal homes sit isolated on islands and are surrounded by large gardens. These family homes are custom made for each family and so share only very basic designs. Layout, colour, decoration, and other features of the houses depend on the family who ordered their construction, each one differing wildly. These ancestral family homes are held in high prestige because most people live in compact, concrete, cookie cutter homes in a city or ramshackle wooden huts in the country; very few have an ancestral home. Other prestigious buildings include schools, meeting halls, concert halls, and other public buildings. As these buildings are designed for the noble families to display their control and power to the population and world at large.

The Constitution
Section 1: The Rights and Duties of the People Those that receive an income of 10 Bani per annum are required to pay an amount of money to the Imparat every year, the amount is to be set every 5 years by the Imparat One cannot tax something that is not present.. Those citizens of Moderal possess the Right of a Civil Marriage. The people of Moderal have the right to request a marriage be documented by the record holders of Moderal This documentation shall follow the wishes of the couple and their families, including desired name and resulting family. Those citizens of Moderal possess the right to bear weaponry The people of Moderal have the right to wield the traditional weapons of sword and dagger. The amount of swords is limited to one per family. The amount of daggers is limited to one per person. Those citizens of Moderal possess the right to a fair trial. The people of Moderal who are accused of breaking the laws of the Imparat have the right to a fair trial consisting of peers of equal or greater social standing. Those citizens of Moderal possess the Right to Defends One’s Dignity The people of Moderal who have been wrongfully socially disgraced have the right to prove to themselves and their peers their honour. Those wrongfully accused of committing a dishonourable act have the right to prove themselves innocent Those whose honour has been insulted may challenge the offender to a duel supervised by a significant social superior. Those citizens of Moderal below the age of majority have the Rights of Children. A child has the Right to Health Those within Moderal must supply adequate healthcare to children. Those within Moderal may not harm a child to an extent it affects their future physical health. Those children in Moderal, or on nationally owned property have the Right to Citizenship. Children born on nationally owned property or Moderals sovereign land have the right to become Moderelian citizens. Additionally any children born on a vessel flying the Moderelian flag or ensign have the right to become Moderelian citizens. Those children in Moderal have the right to Identity. Those children born with Moderelian citizenship must have documentation of their birth kept and reasonably kept from destruction. Documentation must include: Name, Birthplace, Birthdate, Inherited name, Uninherited name A child has the Right to Family. Those within Moderal will not remove a child unwillingly from its family. If a council of social peers or superiors numbering more than five decide that the immediate family is unfit they may place them with the closest relation that is suitable.
Section 2: Separation of Powers
Powers of the Executive The Moderelian executive is the organisation dedicated to enforcing and documenting the laws and regulations of the Moderelian land and people. The Moderelian executive is to be formed of a council consisting of the twenty largest organisations in Moderal. Each of these organisations are to have one representative on the council. Each representative is to be elected from within the organisation's ranks. This is henceforth referred to as the Executive Council The Executive Council shall be seen over by the Imparat. The Executive Council shall elect an Imparat if there is not one. The Imparat is a hereditary title once the title has been bestowed it shall pass down following the eldest of the bloodline. The council has the power to determine the punishment for breaking the laws as long as those punishments do not violate the rights defined above. The council is expected to enforce the laws within the nation ensuring that none are broken and determining those suspected of breaking the laws. In relation to organisations of the executive scale each member of the executive is responsible for the actions of the others and must ensure that no organisation breaks the laws of the land. Should the Executive Council be unable to come to a solution the Imparat has the power to cast the deciding vote. The record keeper of the Executive is to be appointed by the Imparat. The record keeper is to document each law passed by the Imparat and maintain and store a record of these documents.
Powers of the Legislative The Moderelian Legislative is the body dedicated to creating the laws of the Moderlian land and people. The legislative is to consist of the Imparat and their appointed chancellors. Each position is to be decided by the Imparat and is to reflect the needs of the Imparat and the nation. The chancellors are to assist the Imparat in creating laws for the nation by providing expertise and advice. For a law to come into effect a signed and sealed document must be presented to the record keeper of the Executive and the Judiciary.
Powers of the Judiciary Disputes between individuals, companies, and/or other entities involving a breach of contract are to be adjudicated by a member of the community of higher or equal standing to both parties, henceforth the adjudicator. It falls to the discretion of the adjudicator to gather the evidence surrounding the dispute and use the letter of the agreement and the values of Moderelian society to come to a decision. The decision of this adjudicator can be challenged and the evidence re-examined by a member of society of higher standing . The adjudicator is given the authority to enforce a punishment or reparation onto the members of the case. This ruling is to be enforced by the Executive.
Section 3: The Flag and Ensign. The National Flag The national flag of Moderal is defined as below. On a field of black there is a charge located hoist side which consists of an argent four pointed star with four Or coloured four pointed stars equidistant from the center of each other and each an equal distance from the center of the Argent Star. The Or stars, are to be located between the points of the Argent Star. The point of the Argent Star is to be one deget from the hoist and equidistant from the base and top of the flag The National Flag of Moderal may be flown on vessels jointly owned by the Executive Council not engaged in military or diplomatic operations. The National Flag of Moderal may be flown on vessels owned by the Imparat not engaged in military or diplomatic operations. .The National Flag of Moderal may be flown on property owned by the Judiciary of Moderal. Diplomatic Ensign The Diplomatic Ensign may only be flown on vessels approved by the Executive Council or Imparat of Moderal. The Executive Council and Imparat of Moderal may only approve the presenting of this Ensign on vessels or buildings whose purpose is to promote the diplomatic resolution of conflict or the improvement of relations between international relations.
The Civil Ensign This Ensign may be flown by any vessels under control of the nation of Moderal or a citizen of Moderal that do not fulfill the other requirements for Ensigns or Flags.
The Merchant Ensign The Merchant Ensign may only be flown by ships under control by the nation of Moderal or a citizen of Moderal currently using the vessel for the purpose of a commercial enterprise.
The Naval Ensign. The Naval Ensign may only be flown by vessels under the command of the Imparat currently undergoing military operations.

The Organisation of the Moderelian Army.
Moderal hosts two private armies. These private armies are free to carry out operations as they wish except in times of war as declared by the Imparat. When the nation goes into a state of war the two private armies run by the Razboi and Lupta families combine into the national army of Moderal. Thus the two private armies are structured similarly to facilitate this merging.
There are two carreer pathways within the Moderelian armies; the officer pathway and the soldiers pathway. Though Moderals carreer and social structure are rigid it is still possible to be promoted or demoted based on personal merit, however the further away from your families original station the harder this proves to be. The officer pathway consists of twelve ranks; Sublocotenant, Locotenant, Capitan, Major, Colonel Locotenant, Colonel, General Brigada, General Major, General Locotenant, General, Maresul, and General de Armata.
