The Reemergence The past months, Prussoian has been embroiled in Civil War. Rebels backed behind the emperor’s brother, Grand Duke Orion, have waged a war of usurpation against the Emperor. Orion caused grievous bloodshed to his brother’s empire, brother fought brother, tens of thousands of young men sent to their deaths for Orion’s ego and arrogance. The death toll among civilians is still being calculated, but it is said that the county of Cyanne lost over 10,000 citizens during the siege, the deathtoll is still being calculated. Eventually, after months of bloody fighting and struggle, Orion’s forces were totally defeated and their high commander, the traitor General Cassius signed terms of unconditional surrender on August 31st. Orion was captured a day later and just yesterday, was hung for his betrayal and laid to rest in an unmarked grave.
Orion’s Rebellion may have been defeated, but the Empire is still recovering from this catastrophe. Its armies are weakened and its navy crippled. Mining, agriculture, manufacturing and other essential industries took bad hits in the northern regions due to the infamous retreat of the rebellious armies at the end of July, which attempted scorched earth on essential farmland and industrial centers along the Nortus River. Even the Emperor’s own cousin was killed in the fighting. Duke Aries Hollestra-Vontigern, volunteering on the front lines, was hit and killed by enemy marksmen.
These past few months were one of the most trying wars in the Empire’s history, but the Emperor remains dedicated to the rebuilding of his empire and the welfare of his subjects. His Imperial Decree is that Prussoian will retake its place under the Sun and regain its tattered pride and glory.

Meeting of the Emperor and the Imperial General Staff 9/16
The Emperor of All the Prussoians sat at the head of a finely carved slab of mahogany, nursing a glass of whiskey and smoking a cigar. Surrounded by his Imperial General Staff, the generals, admirals, and marshals of what remained of their once proud military, Arcturus felt a sense of calm ease over him. Orion’s shadow no longer hung over the Empire like the Sword of Damocles when just months ago the high officers of the military were gawking at him, questioning what had led to his brother’s betrayal. In those days, chaos reigned over the capital and Arcturus’ days were busy with troop movements and plagued by paranoia. “Gentlemen, I wish to congratulate you on a war well won. Proper authority and peace exist once more in our Empire. I have every desire to let each of you go to your families and enjoy this peace as most are doing, but I regret to say I still need your guidance and wisdom for some time to come. The war may have been won, but its scars are still visible, most noticeably on our military. We must make all efforts to rebuild and swiftly. The nations of the world are a pack of hungry beasts, we must be on guard. We are exchanging clashes of swords for clashes of pens and decrees. But for my pen to have weight, the swords behind the pen must be sharp and ready. I do not wish to take any more of your time than necessary, just know that in the very near future, you will once again be hard at work. Now, what is the general condition of our forces?” Arcturus turned his eyes towards the highest-ranking man in the room other than himself, the Chief of the Imperial General Staff and High Marshall of the Empire, Thaddeus Creed. “Your Majesty, the army currently stands at 25 divisions, some 330,000 men, most of them almost at the end of their volunteer terms. When that term ends, we will be down to a standing army of 100,000. The entire fleet currently stands at 6 battleships, 8 ships of the line, with some 15 cruisers, 45 light cruisers and other assets, the Grand Fleet lost a majority of their heavy capital ships and 4 of our battleships are in dry dock for repairs. We lost over 2/3s of our battleships and ships of the line at the Battle of Purple Bay and the Siege of Morraine. Artillery pieces are still being recovered from rebel stockpiles, as well as rifles, ammunition, shells, and various pieces of equipment. In terms of casualties, we currently estimate up to 110,000 military casualties, both rebel and Royalist.” Creed finished and most of the room were ashen faced. It was clear the Admirals of the fleet had no idea the army had taken such huge losses. Arcturus himself was dismayed, but quickly regained his composure. “Very well. Gentlemen, now is the time we prove ourselves. Orion took us by surprise and used our lack of innovation these past few years against us. This is going to change. I don’t care how much it takes; I want this entire military modernized as soon as humanly possible. I am giving everyone in this room a blank check to do what it takes to get this nation back in fighting shape. I’ll be meeting with several of you over the next few days. Dismissed.”

War Recovery Bill
After the Civil War, the Emperor and his council are clearly determined to restore the military might of Prussoian. The War Recovery Bill made law by the Emperor and his High Council this past night has ordered sweeping changes to the Empire, most notably in expansion policies and ship building. The bill has ordered that 3 new shipyards be built in Southsport, Forth Calth, and Northsport, as well as the construction of large ports on both Emperor and Iron Islands. The bill has dedicated massive funding to the research and development departments of both the army and navy. In terms of expansion, the Emperor has decreed that several islands north of Iron Island be explored and analyzed for the possiblities of military installations. In other news, the army has abandoned their once proud red and blue uniforms for what the army calls their new 'tactical field gray' battle uniform. The army leadership says they will keep the traditional uniforms as dress uniforms. The Alabaster Steel Works has also gone on record saying that the army has approached them with several designs, though were not specific.

+Annual Report of the IVth Exploratory Fleet+
We are pleased to report that we have found numerous potential deep water ports for future naval operations on the island henceforth known as Alexandretta's Island. Along the coast lines we have found plentiful forests, rivers and an abundance of natural resources. We suspect there may be sizable mineral deposits in the land claimed.
As the commander of the exploratory fleet, I hereby reccommend that all actions be taken to secure this land for our Empire. Its dividends will doubtlessly lead to greater industrial and military strength and will be a net benefit for the Empire.
More expeditions should be sent out, both on land and sea to further secure our control over these lands.

In the face of a ever turbulent world, the Holy Empire has decided that it is within our best interests to increase diplomatic ties between ourselves and one of our closest neighbors, the Imperium Divinium.
We have had talks with their Empress and her advisors and have signed a treaty that benefits both our august nations.
To ensure long lasting friendship and cooperation, it has been decided that Empress Catherine von Marcum shall join my son and heir, Grand Prince Octavius, in holy matrimony.
Prussoian will remain strong and secure, and with our alliance with the Divinians, we shall be greater than ever.

+Annual Report of Infrastructure+
In recent weeks, several projects have commenced to revitalize Prussoian infrastructure after the damage done in recent memory.
The Grand North Rail, stretching from Southsport to Northsport, is undergoing immense repairs and improvements.
The Imperial Rail, following the coasts of our nation, has begun further improvements.
A intercity rail for mass movement within urban areas has begun in Cyanne, Morraine, Altarius, and Tarkiff.
New ports and shipyards have undergone construction in Port Armides, Forth Calth, and Orioness.
Roads are being repairs across the entire country and new ones connecting the less travelled areas of the Empire are being constructed.
For this we have to credit both the domestic construction firms and Prussoian workers, as well as the Imperium Divinium, for their aid in the reemergence of Prussoian infrastructure.

+Commands to the Advisory Board of Economic Sustainability from the Emperor+
In regards to the current national debt, the Emperor and his advisors have concluded that greater payments on the debt shall be undertaken and that in addition to the interest payments each year, the Treasury shall double the amount paid annually via the amount of interest due to various parties. As for the current moment, the Treasury shall make a lump sum payment of 5% of all debts owed on the National Debt effective immediately.

+Declaration from the High Council of the Empire+ Since the resignation of Sir Richard Gild, the Emperor and the Imperial Advisory Council, have raised the Chairman of the Economic Advisory Committee and Minister of Finance, Lord William Tybur to the position of Grand Vizier of the Imperial High Council. We do so with great faith in Lord Tybur, for his diligence, skill and determination, not to mention his unfaltering devotion to the Fatherland. Lord Tybur has previously served as the Marshall of Logistics and Economic Matters for the Imperial Army and was a Colonel in command during the Uprisings of 1888.
We wish Lord Tybur the greatest of luck during his time as Grand Vizier.
